PUBLIC NOTICE The following measures will be submitted to voters on the November 3, 2026 General Election ballot: INITIATIVE TO THE PEOPLE IP26-645 - Initiative Measure No. IP26-645 concerns state and local taxes. This measure would repeal a 9.9% tax on annual individual income over $1,000,000; prohibit taxes measured by individual income and taxes on individual income or the receipt of individual income; and define “income.” This measure would decrease funding for public K-12 education, higher education (including universities and community colleges), and human services (primarily healthcare). INITIATIVES TO THE LEGISLATURE IL26-001 - Initiative Measure No. IL26-001 concerns parental rights relating to their children in public school. This measure would repeal amendments to a statute listing certain rights of parents and guardians of public-school children and re-enact the law as it was originally enacted by Initiative to the Legislature 2081. IL26-638 - Initiative Measure No. IL26-638 concerns participation in athletics at K-12 schools. This measure would prohibit students it defines as “biologically male” from competing in certain school athletic activities intended for female students only. The applicant operates an existing craft brewery at 40 SW Cascade Ave, Stevenson. Industrial wastewater from brewing — tank/equipment cleaning (CIP), packaging-line washing, floor washdown, and non-contact equipment cooling water — is discharged to the City of Stevenson sanitary sewer for treatment at the City’s POTW. This discharge was historically overseen by the City; the City and Ecology have jointly determined it will now be permitted by Ecology under a State Waste Discharge Permit. Threshold Determination: The City of Stevenson, acting as lead agency for this proposal, has determined this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. Federal Aid# STBGR-Z930(005) CRP #2025-02 Countywide Bridge Scour Project Skamania County (COUNTY) is seeking qualifications from consulting firms with expertise in hydraulic / structural engineering to complete a scour appraisal and analysis for bridges crossing a waterway per FHWA and WSDOT Bridge Inspection Manual. Planning (PL) / Preliminary Engineering (PE): •Scour Appraisals o Conduct appraisals for Skamania County National Bridge Inventory (NBI) bridge structures. •Scour Analysis o Perform in-depth analysis on bridge structures identified during appraisals as requiring further evaluation. •Data Entry & Compliance o Complete WSBIM (Bridgeworks) SNBI scour data entry and perform compliance reviews. •Documentation o Update Plan of Action (POA) documentation based on results from scour appraisals and analyses.
